This building was built 1873/4 on the Northwest corner of Fourth and Walnut Streets. It served as City Hall between 1877 and 1937 when the new City Hall was erected. The police department also occupied the main floor of the building.

Situated at 17 Harding Avenue the cornerstone ceremony on August 22nd, 1936, was preceded by a parade to the site from the Masonic Temple on 224 N. Eighth Street. Designed by Miller and Yeager in modernistic style, the building was federally funded and the mayor at the time was Samuel Beecher Sr.
